Windows is nt allowing me to open many of my apps

When I try to open an app. I too often am confronted witxh a screen box, a red circle with an x in it and the words "Windows cannot ac cess this specified device, path orr file. Yu may not have the approprite permission to accessthe item" I cannot then access my app and am left hangging. Any help on how to terminate this issue so I can get on with my work?
