Digital goods like apps or games that are purchased from the Microsoft Store have their licenses digitally associated with the specific Microsoft account used for the purchase. Unfortunately, these types of digital licenses cannot be transferred from one Microsoft account to another.
To download the game, only the account owner who purchased the game can sign in to their account on the Xbox or Microsoft Store app to download and install Minecraft. If you no longer have access to that account, unfortunately you cannot transfer the purchase or download the game.
Also note that to keep a Microsoft account active, you must sign in at least once every two years. Otherwise, the account will be placed into an inactive state and may eventually be closed.
