My Microsoft Partner Center account was deactivated.

I am trying to activate Dev Mode on my Xbox Series X , but when i get to the step to activate my Xbox using the link, https://aka.ms/activatexbox, it says, "Access Restricted.... your Partner Center account has been deactivated. for assistance, please contact your Partner Center admin or support."

i tried to get support in the Partner Center, but i am stuck in this endless AI support loop, which leads me nowhere and i can seem to get a clear answer on how to reactivate my account and can't get in touch with actual support.

quick history, i enabled Dev Mode on my Xbox One years ago when i had to pay MS $20 to enroll. it is now free to enroll. it's been a while since i logged in to my partner center account and i think that is why my account has been deactivated. any help to get my partner account reactivated would be greatly appreciated.

    I think that the block isn’t on the xbox… it’s the partner‑center tenant that slipped into dormant state and stopped answering the dev‑activation call. once support re‑enables that tenant, the activate flow starts moving again.
