I get error code 0x80070032 when trying to install language pack for chinese on my new computer. How can I solve this?

I'm trying to get Chinese language installed on my new computer. When trying to download the language pack, I get error code 0x80070032. Also I can't get the language bar to show up on the taskbar. I've been to typing - advanced keyboard settings - language bar options, turned it on, but it still doesn't show up.
