Welcome to the Microsoft Q&A forum, and thank you for reaching out regarding the issue of not seeing a Billing page in Microsoft 365.
In business tenants, the Billing section may not appear if the account you're signed in with does not have one of the roles that can manage payments, such as Global Administrator or Billing Administrator. If the account has a different role, it may not be able to view or update payment methods in the Microsoft 365 admin center.
In some cases, the Billing page may also be unavailable if the subscription was purchased through a Cloud Solution Provider (CSP). When this happens, the payment method and invoices are managed entirely by the provider, not through the Microsoft 365 admin center.
To help narrow this down, you may want to review the following points to confirm which situation applies to your business account:
The steps below apply to work or school accounts. If you are using a different account type, please let me know so I can provide the appropriate guidance.
1/ Confirm the account role
Go to the Microsoft 365 admin center in an incognito mode (private window) and sign in with your admin account > under Users, select Active users
Select your account and check your role under Roles.
If you see roles other than Global Administrator or Billing Administrator, it may indicate that this account does not have the permissions required to view or change payment methods. In this case, please have you Global Administrator assign you one of the mentioned roles to manage your payment.
2/ Confirm how the subscription was purchased
If the Microsoft 365 subscription was purchased through a Cloud Solution Provider (CSP), payment methods are managed by the provider, not in the Microsoft 365 admin center. In that case, the Billing page may not appear.
3/ Contact Microsoft support
If after reviewing the steps above and signing in with the appropriate administrator roles, the Billing page still does not appear, you may want to consider contacting Microsoft Support for further assistance.
A technical support engineer can initiate a remote session, assess backend configurations, and perform diagnostics. If necessary, they can escalate the matter to a specialized team for further investigation.
