Have you tried running the Windows

    Update Troubleshooter?

Do you have and 3rd party AntiVirus?

If you do please uninstall it.

If your Windows Insider updates are stopping at 35%, there are several troubleshooting steps you can take:

    1. Check your data settings: Ensure that your diagnostic data settings are configured correctly. You need to allow a certain level of diagnostic data for Windows Insider Preview Builds to function properly. You can adjust these settings in Settings > Privacy > Diagnostics & feedback.
    2. Reset your device: You can try resetting your device using the "Reset this PC" option. Go to Settings > Update & Security > Recovery and select Get Started under Reset this PC. This will reinstall Windows on the same build you are currently using.
    3. Roll back to a previous build: If the issue started after a recent update, you might be able to roll back to a previous build. This option is available for 10 days after installing an update. Go to Settings > Update & Security > Recovery and select Get Started under Go back to the previous version of Windows 10.
    4. Consider a clean install: If none of the above steps work, you may need to perform a clean installation of Windows or an Insider Preview build. You can use an ISO file for this process. More information can be found in the Windows Insider documentation.
    5. Check for common errors: If you encounter specific error codes during the update process, you can look them up to find tailored solutions. For example, error codes like 0x80070020 indicate a sharing violation, which may require you to perform a clean boot or check for interfering software.

By following these steps, you should be able to resolve the issue with updates not installing beyond 35%.
