Child can’t download from Google Play

My 10 yr old is unable to download a game from Google Play that says it’s accessible to children younger than him.

Ive set his permissions in Family Link to maximum with no restrictions. No change.

Ive set his Google account permissions to maximum with no restrictions. No change.

At this point Im tempted to have Google Play Store transfer his account to my email address just to get around Microsoft’s labyrinthine permissions model and let him access his saved content.

Am I missing something?

    I am sorry, is it Google Play, or Microsoft Store your child cannot download from?

    If it is Google Play, it has nothing to do with Microsoft's safety feature, but it is all under Google's family safety feature.
