Unable to transfer Windows 11 Pro retail license to new PC (old PC gone)

I’m trying to transfer my Windows 11 Pro retail product key to a new PC. The old PC is no longer available. When I try to activate Windows on the new machine, I get error 0xC004C008 saying the key is already in use.

I tried the Activation Troubleshooter, the “I changed hardware recently” option, and the phone activation path. The phone system says activation has moved online. The support flow inside Windows asks me to sign in, but the sign‑in window keeps redirecting to an Azure AD login endpoint and rejects my personal Microsoft account.

How can I get this retail key reassigned to my new hardware so Windows 11 Pro activates properly?

    1. Is the Windows 11 Pro license currently linked to a personal Microsoft account at https://account.microsoft.com/devices?
    2. On the new PC, are you signed in to Windows using a local account or a personal Microsoft account (not a work or school account)?

    In the meantime, you can try these steps:

    1. On the new PC, sign out of Windows and sign back in using a personal Microsoft account, then go to Windows activation again and retry the Activation Troubleshooter.
    2. Open Activation settings and verify that the Windows edition installed is Windows 11 Pro, not Home, before attempting activation.
    3. Disconnect the device from any work or school account by checking Access work or school settings and removing any connected organizational account if present.
    4. Temporarily create a new local administrator account, sign in to it, and retry activation to rule out profile‑level sign‑in issues.
    5. Ensure the system date, time, and region are set correctly, then restart the device and attempt activation again.
    6. If the product key was previously linked to a Microsoft account, sign in to https://account.microsoft.com/devices, remove any old or unavailable device entries, then retry the hardware change option in the Activation Troubleshooter.
