In the meantime, you can try these steps:
1, Sign out of your Microsoft account on the download page, refresh the page, then sign in again and retry the ISO download.
2, Temporarily change your browser language and region to match your actual location, then reload the Windows 11 download page and select the ISO again.
3, Try downloading the ISO from a different network connection, such as a mobile hotspot, to rule out network-level restrictions.
4, Make sure your system date, time, and region are set correctly in Windows before retrying the download.
