I tried disabling mail accounts which seemed to help at first - but then problems returned.
So I Contacted Apple support, and after going through some outlook settings (It seems that when you create a folder on outlook you have to enter settings and mark it as synchronize ; this is not the default ), they suggested I will use the Apple mail also on my Mac, which I did and It works great.
I don't know if this is the best solution, I enjoyed using outlook for my mails but unfortunately it caused too much trouble.
I must add that Microsoft used to have a very efficient support by phone where you could actually talk to someone and have your problems and difficulties solved instantly and efficiently. I don't think moving technical support to the internet was a such a good idea
