If you are completely locked out of your Microsoft accounts and unable to verify your identity due to issues with your phone number, here are some steps you can take:

    1. Wait for Lockout Period: If you've attempted to sign in multiple times unsuccessfully, your account may be temporarily locked. Typically, this lockout lasts about 24 hours. Avoid further attempts during this time as they can reset the cooldown.
    2. Use the Account Recovery Form: After the lockout period, you can try using the Account Recovery Form again. Make sure to fill it out from a familiar device and location, providing as much accurate information as possible.
    3. Contact Microsoft Support: If you are still unable to regain access, you may need to contact Microsoft Support directly. They can assist you with account recovery and may have additional tools to verify your identity. You can reach them through their support portal.
    4. Check for Hacking: If you suspect that your account may have been hacked, follow the official Microsoft troubleshooter guide for recovering a hacked account. This may involve providing proof of ownership, such as past passwords or purchase information.
    5. Secure Your Devices: Ensure that your devices are secure. Run antivirus scans and consider factory resetting any devices that may have been compromised.

These steps should help you in regaining access to your account. If you continue to face issues, persistence in reaching out to Microsoft support is key.
