Request to associate Entra tenant with existing PGA

I need help associating an additional Entra ID tenant with my existing Partner Global Account. The Tenants management page is not visible in my Partner Center account settings (it does not appear under Organization Profile), so I cannot do this myself.

Here is my situation:

I have two Entra ID tenants:

  1. Primary tenant (where my app and work account live) - (I can provide real data if needed, had to redact real info for now):
    • Tenant domain: tenantdomain1.onmicrosoft.com
    • Custom verified domain: ###
    • My work account: ### (native internal member, Global Administrator)
    • This is where my application registration exists that needs publisher verification. The app works fine, we just need to go through the process of verification.
  2. Secondary tenant (created by mistake during Partner Center enrollment):
    • Tenant domain: tenantdomain2.onmicrosoft.com
    • Account: ******@company-name.onmicrosoft.com (autogenerated by Microsoft)
    • This is where my Partner Center MAICPP enrollment currently lives

What happened:

When I originally tried to enroll in the Microsoft AI Cloud Partner Program using my work account from my primary tenant, the system treated it as a personal Microsoft account and would not let me enroll. To work around this, I was guided to create a new work account (******@company-name.onmicrosoft.com) on a separate tenant, and I enrolled using that. Business verification is currently pending, and I received Partner ID (PartnerGlobal).

I have since converted my user from the primary tenant from an external MSA to a native internal work account on its original tenant (tenantdomain1.onmicrosoft.com) in Entra. This is now a proper Entra ID work account.

The problem:

My app registration lives in the tenantdomain1.onmicrosoft.com tenant (primary tenant), but my PGA is associated only with the tenantdomain2.onmicrosoft.com tenant (secondary tenant). Publisher verification fails with "The MPN ID you provided (7077523) does not exist, or you do not have access to it" because the tenants are not linked.

I cannot re-enroll the same legal entity under the correct tenant because I get:{"code":2100,"description":"A legal entity matching the request payload already exists when creating the legal entity.","data":[],"source":"PartnerAccountEnrollmentApi"}.

I also cannot delete the existing enrollment — the deletion fails with an error.

I can't find a proper way to open a support ticket and submit all the necessary information and have this resolved. What is the proper solution? I want the secondary tenant possibly completely deleted, the legal entity removed from it and either assigned to my primary tenant or possibly allow me to associate that PGA with the application in my primary tenant.

Is the verification status being in pending status a blocker at the moment for any of this? How long does it usually take for the verification to be completed?

To associate an additional Microsoft Entra ID tenant with your existing Partner Global Account (PGA), you typically need to have access to the Tenants management page in your Partner Center account settings. Since you mentioned that this page is not visible, it may indicate that your current user role does not have the necessary permissions, or there may be an issue with your account setup.

Here are some steps you can take to resolve the situation:

    1. Check User Role: Ensure that your account has the appropriate role (Global Administrator or Manager) to manage tenants in Partner Center. Only users with these roles can access the Tenants management page.
    2. Contact Support: Since you are facing issues with tenant association and enrollment, it is advisable to contact Microsoft Partner Support directly. They can assist you in resolving issues related to tenant management and can provide guidance on how to properly associate your primary tenant with your PGA.
    3. Pending Verification: The pending status of your business verification may affect your ability to make changes to your account. Typically, verification can take several days to weeks, depending on the specifics of your application and the volume of requests being processed. It is best to wait for this to complete if it is a requirement for your next steps.
    4. Deleting the Secondary Tenant: If you wish to delete the secondary tenant, you will need to work with support to ensure that all necessary legal entities and associations are handled properly. They can guide you through the process and ensure that your primary tenant is correctly associated with your PGA.

In summary, your best course of action is to verify your user role, reach out to Microsoft Partner Support for assistance, and wait for the verification process to complete if it is blocking further actions.
