And the only alternative way to get access is SMS to my Belarusian phone number (the system warns that no message will be sent to it). So my only option to verify my identity to get access to my MS Autheticator is .... MS Authenticator.

If you are unable to access your Microsoft Authenticator app after restoring your phone, and SMS verification is not working, you may need to contact Microsoft support for assistance. Since you are locked out of your account and cannot use the Authenticator for verification, the Microsoft Data Protection team can help you regain access to your account. They have tools and processes in place to verify your identity and assist with resetting your MFA methods.

You can reach out to Microsoft support by calling their customer service hotline and explaining your situation. Make sure to have all relevant information ready, such as your account details and any error messages you are encountering. If you are the only administrator for your account, this will be particularly important for them to assist you effectively.
