    Hi @Carol Daniels

    Welcome to Microsoft Q&A forum.

Based on the details you shared, I would like to clarify the current process regarding tax documentation. I sincerely apologize for any inconvenience caused by recent changes in the internal policies and procedures for managing tax‑related requests.

At this time, requests for a Certificate of Tax Residence or assistance with the Model 21‑RFI form are handled directly by the Microsoft Billing Support Team. They are the appropriate team to review tax regulations specific to your country and to provide the documentation required for your situation.

To proceed, please submit a support request through the Microsoft 365 admin center. This ensures your inquiry reaches the team with the correct tools and permissions to assist you accurately and in accordance with local tax requirements.

If you are not an administrator:  Please coordinate with your organization’s Microsoft 365 Global Administrator, as only admins can contact billing support on behalf of the tenant.

You can follow the steps outlined here:  Get support - Microsoft 365 admin | Microsoft Learn.

This is the most reliable way to ensure your request is reviewed by the specialists who have access to the tax and billing information needed.

Please note that, as a forum moderator, I do not have access to tenant‑level administrative tools or billing systems, and I am unable to initiate remote assistance sessions. My role here is to guide you toward the correct support channels so your request can be processed properly.

I hope this information is helpful. If so, I would greatly appreciate it if you could mark the response as the accepted answer. Doing so helps other community members find accurate guidance more easily and contributes to a more helpful and collaborative space for everyone.

Thank you for your understanding and for being part of the Microsoft Q&A community.

To make your Microsoft 365 account tax exempt, you need to follow these steps:

    1. Prepare Your Documentation: Ensure you have a valid tax exemption certificate for your organization. This certificate should be issued by the relevant tax authority in your country or region and clearly state your organization's tax-exempt status.
    2. Start a Service Request: You will need to create a service request to establish tax-exempt status for your organization. You can do this through the Microsoft 365 admin center.
    3. Submit Your Request: When creating the support request, include your tax exemption certificate as an attachment. Make sure to provide any additional information requested in the form.
    4. Await Confirmation: After submission, a Microsoft support representative will review your request. If approved, your tax-exempt status will be reflected in your billing profile, and future invoices should reflect the exemption according to local regulations.

If you encounter any issues or need further assistance, you may need to create another support request in the Azure portal or the Microsoft 365 admin center.
