Microsoft Authenticator app TOTP tokens not syncing to ipad from iphone via icloud

Please read before pasting standard replies:

I have an iphone and an ipad. I've had the MSFT authenticator app on my iphone for several years and have accumulated several login or TOTP tokens for various websites etc. I have enabled icloud and have enabled "save to icloud" for the authenticator. My Iphone has the most updated software for ios and the authenticator app. The iphone authenticator app does not have a back up to cloud button in its settings. I have selected the "save to icloud" in the icloud settings on the iphone. I went to add the authenticator app to my ipad by downloading it from the app store and it didn't sync any tokens. I then quadruple checked the "save to icloud" settings on the iphone. I even made a back up of my iphone to icloud and made sure the authenticator app was part of it. I can't for the life of me figure out how to get the tokens on to my ipad. I've tried uninstalling the authenticator app from the ipad and reinstalling. I've tried turning off the ipad "save to icloud" setting for the authenticator per a reddit article and then resintalling the authenticator app on the ipad. My ipad is set to sync with icloud. I'm wondering if, when I installed the authenticator app on my iphone, originally, that I didn't do it correctly? Or perhaps I'm not adding the tokens correctly so they can sync with icloud or be "backed up" My ios keychain was enabled on my phone long ago. My ipad software is up to date.

I'm lost. I don't want to uninstall the authenticator app from my phone and re-install. I'm afraid I'll loose all of my tokens. That will be worse!1
