If you get This PC meets Windows 11 requirements with PC Health Check app, then you can use Windows 11 Installation Assistant which you can download from here:

Alternatively, you can try manual upgrade using ISO file. Follow these steps:

Download Windows 11 ISO from Microsoft website.

Double click on it to mount it to a DVD drive.

    1. Then go to DVD drive, double click on setup.exe to proceed.

To upgrade from Windows 10 to Windows 11, follow these steps:

    1. Check System Requirements: Ensure your PC meets the minimum hardware requirements for Windows 11:
      • Processor: 1 GHz or faster, 2 or more cores, and on the list of supported 64-bit CPUs.
      • Memory: 4 GB or more.
      • Storage: 64 GB or larger storage device with additional free space (around 20 GB recommended).

    2. Verify Compatibility: Use the PC Health Check tool from Microsoft to confirm your PC's compatibility with Windows 11.
      • Download and install the tool, then run it to check if your PC can run Windows 11.
    3. Back Up Important Data: Although the upgrade is designed to keep your files and applications, it's wise to back up your important data.
    4. Upgrade Methods: You can upgrade using one of the following methods:
      • Windows Update (Recommended): Go to Start > Settings > Update & Security > Windows Update, check for updates, and select "Upgrade to Windows 11" if available.
      • Windows 11 Installation Assistant: Download the tool from Microsoft's website, run it as administrator, and follow the instructions to upgrade.
      • ISO File / USB Installation (Advanced): Download the Windows 11 ISO, create installation media, and run Setup.exe from the mounted ISO.
    5. Post-Upgrade Setup: After upgrading, ensure to install updates and drivers, verify your Microsoft account, and customize your settings as needed.

By following these steps, you should be able to successfully upgrade to Windows 11.
