Not recognizing my account information

My Outlook stopped working. I tried to use the new outlook - however, when I put my account information into the email address it says that it doesn't exist. I'm reinstalling my outlook. I'm getting multiple charges from microsoft and need this to work. It was working yesterday morning and just stopped.

My email works fine on my phone - so i know that it is not the server.

    Hi! You tested it on your phone, but also try it at https://outlook.live.com/mail/

    If you can access your email again, it might be a synchronization problem between Windows and the Microsoft Accounts server.

    1. Open Windows Settings > Accounts > Your info > Under Microsoft account, click Sign in as a local account.
    2. Click Next > Enter your email or Windows login password.
    3. Enter your user information > Next > Sign out and finish.
    4. After unlinking your email account from Windows, restart your PC > When it starts, relink your email account.

    After reconnecting your Windows account, access Outlook and try to log in.
