cant restart pc

i have tried restarting my pc it gets to 10% then will say not changes have occurred. i have tried everything on the windows help site idk what else to try

    Normally, restarting PC does not show percentage. You might have updates at pending restart state, and it seems the system cannot apply the update correctly.
