Can't make a subpage in OneNote, and the sorting is not the issue

I can't create subpages in OneNote, the option is grayed out and I can't drag and drop pages to create them either.

I've seen a lot of people say that the sorting is the issue, but my sorting has always been set to none, so that's not the issue for me.

Does anyone know what else would cause this issue?
