If your GCC High tenant has Copilot and the Enhanced personalization control is available/ON, then personalization is technically supported under admin governance as described in Microsoft documentation.

If your compliance posture treats “remembering user preferences/history” as sensitive, you can disable Enhanced personalization tenant-wide.

The link I shared is intended to be an availability reference for GCC High, which Microsoft 365 Copilot capabilities are currently available or rolling out in the GCC High cloud, and what is being shipped to that environment.

Because of that scope, it does not provide detailed, scenario-by-scenario guidance on how each capability should be interpreted for governance or compliance decisions.
