Request for Manual Tenant Recovery – No Global Admin Available ([Moderator's note: personal information removed] )

Dear Microsoft 365 Support Team,

I am writing to request manual tenant recovery for an existing Microsoft 365 tenant associated with the domain [Moderator's note: personal information removed] .

I am the verified owner and registrant of this domain (confirmed by Nominet). The tenant was previously managed via a reseller (GoDaddy) and administered by a former external consultant who is no longer authorised.

At present:

There is no accessible Global Admin for the tenant

The mailbox support@[Moderator's note: personal information removed]  is locked in a verification loop and cannot receive security or verification emails

All self-service and Admin Center recovery paths are blocked or loop back and cannot be completed

Phone support has advised that “only a Global Admin can act,” which does not apply in a tenant recovery scenario

This is therefore not a standard admin request, but a Microsoft 365 Tenant Recovery case where the Global Admin is unavailable.

I am formally requesting escalation to the Microsoft Account & Tenant Recovery (Tier-2) team for offline/manual recovery, including:

Global Admin reassignment to the business owner

Hard unblock of the mailbox [Moderator's note: personal information removed]

Temporary credential issuance so access can be restored

I can immediately provide proof of:

Domain ownership ([Moderator's note: personal information removed] )

Company registration ([Moderator's note: personal information removed] )

Registrar control (GoDaddy account showing [Moderator's note: personal information removed] )

Please do not redirect me to Microsoft 365 Admin Center links, as this path is inaccessible in my case.

This request requires manual recovery by a recovery engineer.

Thank you for your assistance. I appreciate your help in resolving this as soon as possible, as this mailbox is critical to business operations.

Kind regards,

[Moderator's note: personal information removed]

    Hello @weir yang

    Welcome to Q&A forum!

Thank you for your detailed request. I’ve reviewed the information carefully, and I’d like to clearly explain why Microsoft Support cannot proceed with tenant recovery in this scenario, and what the correct next step is.

Request for Manual Tenant Recovery – No Global Admin Available (osbot.co.uk) - Microsoft Q&A

1/ Your Microsoft 365 Tenant Is Managed by GoDaddy, Not Microsoft

The domain you provided was originally set up through GoDaddy’s Microsoft 365 reseller platform.

When a tenant is created through GoDaddy, the following rules automatically apply:

    • GoDaddy becomes the designated service provider and tenant administrator from Microsoft’s perspective.
    • All subscription, identity, admin, and recovery functions are controlled through GoDaddy’s systems, not Microsoft’s.
    • Microsoft Support does not have the access or permissions required to view, modify, or recover a GoDaddy‑managed tenant.

Because of this provisioning model, Microsoft cannot directly intervene in your tenant.

2/ Why Microsoft Cannot Override GoDaddy’s Administrative Control

    • Your tenant falls under what Microsoft categorizes as a “partner-managed tenant.”

    Under this model:

Only the reseller (GoDaddy) has authority to perform changes such as Global Admin resets or tenant ownership updates.

Microsoft Support must redirect all such cases back to the reseller who manages the tenant.

Even with full verification of domain ownership, Microsoft cannot bypass or override GoDaddy’s administrative control.

These restrictions are part of Microsoft’s security, governance, and partner‑relationship policies. They exist to protect customer data and ensure that administrative authority remains with the service provider responsible for provisioning the tenant.

3/ What You Need to Do Next

To restore access and recover your tenant, you will need to contact GoDaddy Advanced Microsoft 365 Support, as they are the only party with the appropriate permissions.

    GoDaddy can:

    • Reset or reassign Global Admin access
    • Remove the verification or MFA loop on the mailbox
    • Issue temporary credentials
    • Verify tenant and domain ownership directly within their system

Please provide GoDaddy with the ownership documentation you already have (Nominet confirmation, Companies House registration, and registrar control).

Hope for your understanding and patience in this matter!

To recover access to your Microsoft 365 tenant when there is no Global Admin available, you will need to follow specific steps as outlined by Microsoft. Here are the recommended actions:

    1. Identity Verification: Since you are the verified owner of the domain, you will need to provide proof of domain ownership and any other necessary documentation to verify your identity. This can include:
      • Nominet confirmation of domain ownership.
      • Company registration documents.
      • Registrar control information from GoDaddy.
    2. Contact Microsoft Support: Since you cannot access the Admin Center or complete self-service recovery, you should contact Microsoft 365 support directly. You can explain your situation and request escalation to the Microsoft Account & Tenant Recovery team. Make sure to mention that you are unable to access any Global Admin accounts and that you need manual recovery assistance.
    3. Provide Documentation: Be prepared to submit the documentation you mentioned (domain ownership, company registration, etc.) to support for verification purposes.
    4. Follow Up: After your initial contact, follow up with Microsoft support to ensure your request is being processed and to provide any additional information they may require.

It's important to note that Microsoft for Nonprofits cannot bypass identity verification or provide tenant access directly, and all tenant ownership and access decisions are handled through Microsoft 365 support channels.
