I noticed that you have tagged Business, so I will provide information based on your Business account.
Since you are currently billed on an annual subscription, you are using the subscription-based Office version (Microsoft 365). At this time, Microsoft Publisher is still included in this plan. However, after October 2026, Publisher will no longer be supported by Microsoft.

To continue using Publisher after that time, you will need to use Office Professional 2021, which is a perpetual license (one-time purchase) and includes Publisher.

Note: This is a one-time purchase version. The application is activated using a product key on a single device and does not support online usage. In addition, installing both Microsoft 365 (tenant) and a one-time purchase Office version on the same device may cause licensing conflicts, which can prevent both versions from being activated.
If you would like to continue using Publisher, I recommend installing this version on a secondary device or using a separate Windows profile.
