How do I transfer my old account and subscription info to my new MS account?

I am unable to log in to my account at [Moderator Note: Personal Info Removed]@hotmail.com.

According to MS, because I have enabled 2-step verification (at MS's recommendation), and I lost my phone over the side of a ferry (so MS has the wrong phone number) I can not recover my old account.

With it, I have lost over 30 years of programs, subscriptions and data. All Development, Client information, and Security data is lost.

I would like to either;

  1. transfer information from the old account to the new account.
  2. Stop all subscriptions, refund the payment portion, and then delete the old account.
  3. Notify previous employers of lost access.
    1. Navy JAG (4 years)
    2. Naval Criminal Investigative Service
    3. US Commerce Department
    4. All commercial jobs as MS Partners with Vertafore.

While I know there is no Security breach (Local or Federal) I can't tell what confidential information may still be there.

Yes, I know it is a mess. But the worst thing Microsoft ever recommended/required was this dual verification with NO option to recover an account from.

    For security reasons, Microsoft cannot bypass two‑step verification and also cannot recover the account if you no longer have access to any of the verification methods previously set up. This is a mandatory protection measure to ensure the safety of the rightful account owner.

    In addition, Microsoft cannot transfer data, purchases, subscriptions, or service information between different Microsoft accounts. Each account is managed independently, and merging or migrating content between accounts is not supported.
