Can no longer email my whole contact group

I organise a networking group and we have an outlook email address to manage our communications and contacts. I have never had an issue before however it is no longer letting me send emails to the whole contact group and is being picked up as spam. How to get around this?

My members of the network are paying members and all consent to receiving my marketing emails about upcoming events.

    Based on your description, this behavior is quite common when using a standard Outlook/Exchange Online setup for bulk or multi‑recipient emails. Microsoft applies strict anti‑spam and rate‑limiting policies, and high‑volume sending can trigger throttling, temporary blocks, or message rejection.

    You could try to follow these steps to troubleshoot it: 

    Wait before attempting to send again 

    If you recently hit a sending limit or were throttled, Outlook may temporarily restrict your account.  Please wait 24–48 hours before attempting to send another batch of emails.  This cooldown period often resolves temporary throttling or rate‑limit blocks automatically. 

    Split the email sends 

    Break your recipient list into smaller batches (for example, 200–400 recipients per batch) and send them over intervals or on different days. Allow sometime between each batch to avoid the 30‑messages‑per‑minute throttling limit. 

    Check for sending restrictions 

    Please ask your administrator to verify whether your mailbox appears in the Restricted Entities list in the Microsoft Defender portal.

    If your mailbox has been restricted due to suspicious activity or potential spam, your admin may be able to remove the restriction directly from that page.

    Improve email-sending practices to reduce spam flags

    Use clear, non‑promotional subject lines, include an easy opt‑out option, personalize content when possible, avoid excessive images or hyperlinks, and ensure your domain has proper SPF, DKIM, and DMARC configurations in your tenant.

    How many recipients are included in each send, and how frequently does your account send emails to your members?

    Microsoft, along with other major providers like Google and Yahoo, has implemented stricter, AI-driven anti-spam algorithms. Standard Outlook accounts (whether free or business) are designed primarily for one-to-one communication. When the server detects a single email addressed to dozens or hundreds of people simultaneously via a Contact Group or BCC line, it automatically flags the action as a "mass mailing event" and blocks it to prevent potential spam.

    Please try the steps and alternative methods below to ensure your marketing emails reach your members successfully.

    Step 1: Send to Smaller Groups (Temporary Workaround) If you need to get an urgent announcement out today, the quickest way to bypass the block is to split your list.

    1. Break your contact group into smaller batches of 15 to 20 people.
    2. Send the email to the first batch.
    3. Wait a few minutes before sending to the second batch.
    4. Repeat until all members have been contacted.

    Step 2: Use Mail Merge to Send Individual Emails If you want to keep using Outlook without manually splitting your list every time, you can use the Mail Merge feature in Microsoft Word.

    1. Instead of sending one email with 100 people in the "BCC" line, Mail Merge automatically generates and sends 100 separate emails, each addressed to a single person.
    2. Why this works: The server sees this as 100 standard, individual emails (which is normal behavior) rather than one massive blast (which looks like spam).

    Step 3: Switch to an Email Marketing Service (Recommended) As your networking group grows, relying on a standard personal email account for newsletters will eventually hurt your email reputation and cause permanent blocking. I highly recommend moving your group announcements to a free or low-cost service 

    • Why this is essential: These tools are built specifically for bulk sending. They handle the technical "unsubscribe" requirements automatically and ensure your emails land in the Inbox, keeping your personal Outlook account safe for your daily one-on-one correspondence.
