Clarification Needed on Requirements for MS Developer Sandbox Tenant for MS‑102 Study

I’m preparing for the MS‑102: Microsoft 365 Administrator exam and I’m trying to understand the current requirements for accessing the Microsoft Developer Program (MS Dev) sandbox tenant.

I’m finding conflicting information online:

Some sources say the sandbox is free and included with a standard Microsoft 365 E5 Developer license.

Other sources claim Microsoft has changed the program and that access to the sandbox now requires a Premium license costing around £1200 per year.

This is creating a lot of confusion about whether the free E5 developer tenant is still valid for MS‑102 practice labs, or whether Microsoft has moved these capabilities behind a paid tier.

Can someone clarify:

Is the free Microsoft 365 E5 Developer tenant still available and suitable for MS‑102 study labs?

Has Microsoft changed the licensing so that a paid “Premium” license is now required to access the sandbox environment?

If changes have been made, what is the current official requirement for learners who need a practice tenant for MS‑102?

Any authoritative guidance or updated documentation would be appreciated.I’m preparing for the MS‑102: Microsoft 365 Administrator exam and I’m trying to understand the current requirements for accessing the Microsoft Developer Program (MS Dev) sandbox tenant.

    Hi Joshua Poole

Thank you for posting your question on the Microsoft Q&A forum.

Regarding your questions, I would like to clarify the situation as follows:

The Microsoft 365 E5 Developer Program is indeed a free program, however eligibility (“qualification”) is required. Currently, Microsoft officially lists the following qualification paths:

    • Visual Studio Professional or Enterprise subscribers (automatic qualification)
    • Companies enrolled in the ISV Success Program or eligible tiers of the Microsoft AI Cloud Partner Program
    • Organizations with Premier or Unified Support, typically requested via their Microsoft account team

    Reference: https://learn.microsoft.com/en-us/office/developer-program/microsoft-365-developer-program-faq

The £1200 per year cost you mentioned is most likely related to the Visual Studio Professional or Enterprise subscription, which many users rely on to consistently qualify for and maintain an E5 Developer tenant. This cost is not a fee for the Microsoft 365 Developer Program itself, but rather for the Visual Studio license used as a qualification path.

Based on community feedback, users registering for the Microsoft 365 Developer Program with a personal learning account may qualify, but qualification is not guaranteed. Even so, it’s still worth signing up to check whether your account meets the eligibility requirements. Please note that the qualification and renewal process for Microsoft 365 Developer Program tenants is fully automated, and is driven by predefined algorithms and telemetry. As such, there is no way to manually reset, request, or override eligibility. The time required to be qualified may also vary, in some cases it is immediate, while in others it may take several days or even weeks.

As an alternative, after reviewing the MS‑102: Microsoft 365 Administrator exam objectives, a Microsoft 365 Business Premium trial can be considered a reasonable fallback option, covering approximately 70% of the exam content. This plan includes Entra ID P1, Conditional Access, and Intune, which are all relevant to MS‑102. However, it does not include Microsoft Defender XDR or advanced Microsoft Purview features, which are also part of the exam blueprint.

If you are unable to qualify for the E5 Developer tenant through your learning account, you may consider this alternative option. Please remember to cancel the trial before the trial period ends to avoid any unwanted charges (especially if you don’t plan to keep the subscription long term). Cancel your subscription in the Microsoft 365 admin center

I hope this information is helpful, and I wish you the best of luck on your MS‑102 learning journey.
