It sounds like you're experiencing significant issues with IMAP in Outlook, which can be frustrating. If your IMAP account is not downloading messages, it may be due to the IMAP server not supporting the UID SEARCH command, which is necessary for Outlook to function properly with IMAP. This issue has been noted in Outlook 2013 and 2016, where the connection closes after sending the UID SEARCH command without downloading emails.

To resolve this, you should contact your Internet service provider (ISP) or the IMAP server manufacturer to ensure that the server supports the UID SEARCH command. Additionally, keeping your Outlook and Windows software up to date can help prevent connectivity issues. If the problem persists, consider using the Microsoft 365 support tools to diagnose and fix common Outlook connectivity issues.
