creating a footer in Excel

When I try to insert a footer in Excel, I get preloaded text options and I can't add a new footer. Headers are no problem, but I can't create a new footer.

In my test worksheet, when switching to Page layout view, I can easily click inside the Left, Center, Right footer box and type anything I want.
