I think my Outlook email account has been hacked not getting anything in INBOX, can you fix?

Emails were sent from my Outlook email account to contacts on my phone asking for money and asking them to respond to the email because I could not talk. A day or so after that we stopped getting any emails in our INBOX and now I can not access that account my password does not work.
