Cannot access Azure subscription even though I am global admin

I am a global admin for my M365 team but I cannot access an Azure subscription that an ex-colleague created because they did not set up the correct permissions. I am unable to open a support ticket on Azure because I also do not have access to do so. I want to delete the subscriptions, but I have no way of accessing them.

Has anyone else encountered this problem. Any advice is welcome here as I cannot create a ticket or get ahold of Microsoft support. Thanks all.
