This means that only GoDaddy Support can open a service ticket directly with Microsoft to request an unblock or further investigation.
Although you have already contacted them, I strongly recommend that you: Ask GoDaddy Support to raise a support ticket with Microsoft Support Engineers because your tenant is managed by GoDaddy, only GoDaddy is authorized to raise a support ticket to Microsoft Support Engineers team.
