Hi Nadine Carlson,
Welcome to Microsoft Q&A Forum!
Have a good day and I hope you're doing well!
Based on my research into this specific error ("The delegates settings were not saved correctly") and the IgnoreSOBError key, I would like to offer some context that might explain why the previous fix didn't resolve the issue, along with an alternative method to try. The IgnoreSOBError registry value is designed to bypass a specific check when Outlook cannot contact the Global Catalog. However, it cannot force the system to write permissions if the user account is not eligible for delegation in the first place.
According to this about delegates: Allow someone to manage your mail and calendar in Outlook
"Delegate access is only available if you're using a work or school account in Microsoft 365 or with Exchange Online."
This implies that if the person you are trying to add is an external contact (someone outside your organization) or not fully synced in your organization's Active Directory, Outlook cannot update the necessary publicDelegates attribute on the server. This restriction often triggers the "Cannot modify access control list" error you are seeing.
2. To bypass potential local client conflicts and verify if the delegation is possible on the server level, I recommend trying to assign the permissions directly via Outlook on the Web (OWA):
- Go to the Calendar view.
- Under My Calendars, right-click on "Calendar".
- Select Sharing and Permissions.
- Enter the email address of the person you want to add and attempt to grant the permissions there.
If this succeeds, the settings will sync down to your desktop Outlook. If it fails here as well, it confirms that the specific user account you are trying to add cannot be a delegate in your current Exchange environment.
I hope the information provided gives you some useful insights, at least partially. If you have any questions, concerns, or if I’ve misunderstood anything, please feel free to reach out anytime.
