Error in Outlook do not have sufficient permission to perform operation

I followed these instructions:

  1. Start Registry Editor. To do this, use one of the following procedures, as appropriate for your situation.  
    • Windows 10 or Windows 8: Press Windows Key + R to open a Run dialog box. Type regedit.exe and then press OK.
    • Windows 7 or Windows Vista: Click Start, type regedit.exe in the search box, and then press Enter.
    • Windows XP: Click Start, and click Run.  Type regedit.exe and then press OK.
  2. Locate and then click the following registry subkey:       **HKEY_CURRENT_USER\Software\Microsoft\Office_x.0\Outlook\Preferences**_ If you use policies, click the following subkey:       **HKEY_CURRENT_USER\Software\Policies\Microsoft\Office_x.0\Outlook\Preferences Note: x.0**_ in the above registry key represents your Outlook version. Please use one of the following values. Outlook 2016: 16.0 Outlook 2013: 15.0 Outlook 2010: 14.0 Outlook 2007: 12.0 Outlook 2003: 11.0  
  3. After you select the subkey that is specified in step 3, click New on the Edit menu, and then click DWORD Value.
  4. Type IgnoreSOBError, and then press Enter.
  5. Right-click IgnoreSOBError, and then click Modify.
  6. In the Value data box, type 1, and then click OK.
  7. On the File menu, click Exit to exit Registry Editor.

After following this process I attempted again to assign a delegate. I received the error message "The delegates settings were not saved correctly. Cannot modify access control list. You do not have sufficient permission to perform this operation on this object."

How do I overcome this error to assign the delegate?

However, it cannot force the system to write permissions if the user account is not eligible for delegation in the first place.
