How to get Outlook 365 to allow me to file and or send emails

When I open Outlook Classic for Windows I am able to download new email. However if I wish to move the files from the inbox folder to a subfolder it begins a spinning circle and continues to do that until I force shut it down. The same thing happens if I wish to send out any email. On a rare occasion I can move one email from the inbox folder to a subfolder, but then the next one begins the process of the spinning circle. Sometimes I can not even open Outlook at all. I have downloaded and updated the newest version of Outlook and have a Outlook 365 account. This is on a newer HP Laptop.
