my vnet and other resoruces are in east us and so wont be able to create in different region, at the same time i can try for different type instances mand its working.

Please be informed that there is an ongoing capacity issue in East us region.
Kindly please try to create the server in other regions like east us 3, west us, central india, south east asia etc
Alternate Regions - Customers may deploy the same VM SKUs in either North Central US or West Central US region.
Alternate SKUs - Customers can utilize D- or E-series v3 VMs regionally in East US, along with other alternative SKU options such as ARM v5 SKUs or equivalent AMD sizes.
