Downgrade RDS CAL License from 2019 to 2025

I can't downgrade RDS CAL License from 2025 to 2019 by my self. That is why I tried many times to contact Microsoft and our partner but I find it very hard to get help from them. Microsoft techincal was supposed to call us and help with that but I don't hear anything from them since then. Does anyone know the solution for this topic?
