Can't create User Account with existing Window Account

I bought a new Lenovo computer in China and had Window 11 Pro English installed by the seller. They created a local user account, but when I go to "Use a Microsoft Account", I can approve the authentication request by the app on a phone I bought abroad which has Google Services, but the final step requires my password, which is rejected.

I thought I was making a mistake about the password, but have confirmed it works on another device.
