Classic Outlook on Windows 11 stopped updating inbox on startup

I m running Outlook Classic on my new Windows 11 system on a new desktop, an older Surface Laptop running Windows 10, and have the Outlook app on my Android phone. Both the Surface and my desktop are included in my Windows 365 subscription.

A couple days ago Outlook Classic stopped updating the inbox on startup for my Windows 11 system. The Windows 10 system and the Android app have not been affected. No new apps, updates, or system/security settings have been changed by me. It can't be my internet provider as the other systems update immediately. How can I troubleshoot the cause of this issue?

    Hi! Your app might be having a problem. Click on the Send/Receive tab > Send to all > A loading screen will appear in the bottom bar of Outlook; click on it > See if any synchronization errors appear.

    You can try reconnecting your account.

    ATTENTION: If your email account is POP, you must save the Outlook data file, usually in Documents > Outlook Files.
