    This error message is not very informative. You can obtain more details by navigating to the Deployments tab in Azure, selecting the failed deployment.

    Expand the operation, locate the failed entry, and then open the JSON tab. This is important, as the JSON view often contains additional details that are not displayed in the higher-level error message. In many cases, the JSON tab provides more comprehensive information than what is shown elsewhere in the portal.

    You may also encounter this error if DNS is not configured correctly.

    If DNS resolution is broken for the virtual network where you are trying to create the Application Gateway, the gateway may enter a failed state.

    Also, please confirm how you are creating the Azure Application Gateway — through the Azure portal or using a script?
