Can't downgrade Azure support plan

Hi, I'm the subscription owner but can't downgrade my support plan from Developer to Basic. Whenever I try to do so, I get an error message:

    Hi Dean,

    Please turn off Auto renew on your support plan to avoid future charges, which will revert it to Basic once it reaches renewal date. Please follow instructions below and let me know if you receive any errors.

    In the Azure portal, please navigate to Cost Management + Billing using link below:

    https://portal.azure.com/#blade/Microsoft_Azure_GTM/ModernBillingMenuBlade

    On left, click Products + services -- All billing subscriptions blade. Click on context menu (three dots) to the right of the Microsoft Azure Support line and choose Change renewal setting.

    In the flyout window on right, select Off and click Save.

    The above will cause your Developer support plan to expire on the date shown and not be automatically renewed, resulting in it reverting to Basic.

    Hello Dean Ferley, Look like you having issue with downgrading your Azure support plan from Developer to Basic and running into an error message during the process.

    You can follow the steps below to Cancel/Change a support plan:-

    • Go to the Azure portal
    • Search "Help + support" and open
    • On the Overview page, you will see the "Support plans" section from the left-hand menu. Select that to open the plans page
    • To, say cancel your "Azure Developer Support Plan", select the "Change" button under the "Basic" (free) support plan and confirm that. This will "downgrade" to the free option.Screenshot-PII

    I hope this helps. If you’re still unable to downgrade, there may be additional reasons outlined below.

    • If your subscription is under an MCA (Microsoft Customer Agreement) or EA (Enterprise Agreement), the support plan purchase/cancellation flow differs.
    • Even as subscription owner, you need to be the billing account administrator to change support plans. If your role is limited to subscription management but not billing, the system blocks the action.
