I am trying to add a cell phone number so I can receive texts for verification.

When I set up my account I used my landline number. Now I need to update the number to a cell phone so i can get the verification codes. When I follow the steps under "Security" and the "Manage How I Sign in" it then asks to send a text to the landline. Obviously that will not work. The other option is "Already have a code" but I do not have Microsoft authenticator set up for this account and when I try to set that up it asks the same question - "send text to my landline number". Any thoughts on how I can fix this?
