recent update involving AI/Azure component

I appreciate any insights you can provide reg. my issue. I performed a reguired update on my computer back in Dec or Jan and I got a dialogue box indicating whether I would like to enable some Azure AI component. I agreed but then after this I started having issues with my screen refresh occurring randomly every 2 mins (the screen quickly flashes and repositions items on screen). I was wondering if others have also exeriencing this. I found the issue was the Http error 500.30 ASP.net core app failed to start. I had no intention of loading a new app on my system. Is there a safe way to upload it to correct the screen issue. I don't want to reset my computer due to legacy apps. Thank you again.
