Windows 11 - Mouse holds down left-click on its own whenever I lock my computer

Whenever I lock my laptop, the left button on my mouse becomes held down and does not go back to normal until I click it again. This means that every time I unlock my laptop and move the mouse, it immediately starts dragging anything under my cursor around. This also seems to happen whenever a User Access Control window is opened (e.g. when I run a program as an administrator).

This behavior is really annoying and I can't seem to find anyone else with this issue online. I don't believe it is a hardware issue because it happens with both the touchpad and my external mouse, but I updated the drivers of both just to be sure and the issue was not fixed. Does anyone know what could be wrong?
