how to sing in azure portal without credit card

why I can't use azure portal for free with out any credit card. because I don't have any credit card.

Azure requires a credit or debit card during sign-up mainly for identity verification and fraud prevention. Even though many Azure services offer free credits or free tiers, Microsoft needs a valid payment method to:

Verify the user’s identity

Prevent misuse or multiple free account sign-ups

Enable automatic billing if usage exceeds free limits

This does not mean charges will occur immediately. Charges only apply if paid services are used beyond free limits Azure for Students (No Credit Card Required)

If they have a valid university/college email address, they can sign up for Azure for Students from Microsoft Azure.

Get access through organization

If you work in a company or institution:
