Account admin on subscription can't update payment methods or pay invoices

The card linked to my PAYG Azure subscription has expired. I am logged in and viewing the properties of the existing subscription, and it shows my role as "Account admin". When I try to access the Payment Methods view, I get the message:

You need to be the Account administrator for the subscription to view this page. If you believe you’re the Account administrator for this subscription, try **switching the directory.

**Any idea what's going on? I purchased the "Developer" support plan to be able to submit a ticket, but I can't figure out how to do so. It keeps asking me to use the troubleshooter and it's not helpful.

    Even though the user appears as Account administrator on the subscription, payment methods are managed at the billing account scope, not by Azure RBAC roles (Owner/Contributor) or the subscription blade.

    For Pay‑As‑You‑Go (Microsoft Online Subscription Program – MOSP) subscriptions:

    • The Account Administrator who originally created the subscription is the only identity that can manage payment methods.
    • If the subscription was moved to another Microsoft Entra directory, the user may see the subscription but cannot access Payment methods.
    • In this case, Azure shows the message: “You need to be the Account administrator for the subscription. If you believe you’re the Account administrator, try switching the directory.”

    If payment methods or subscriptions are missing, you must switch to the original directory where the subscription was created.

    As a resolution try below workarounds:

    1. Switch to the original directory
    • Azure portal → SettingsDirectories + subscriptions
    • Switch to the directory used when the subscription was first created
      • Then go to Cost Management + Billing → Payment methods
    1. Confirm you are the Billing / Account Administrator
    • Only the Account Administrator can update payment methods for PAYG subscriptions
      • Subscription Owner or RBAC roles are not sufficient
    1. If switching directory does not resolve it
    • This means the billing account is orphaned or the original Account Administrator is no longer accessible
      • In this case, only Microsoft Billing Support can reassign billing ownership

    Billing and subscription issues do NOT require a paid support plan

    Even with a Developer Support Plan, billing tickets must be created via:

    Azure portal → Help + support → Create a support request → Billing
