From your description, when you mentioned the mail is not in the server, could you clarify whether you mean Exchange Online, Exchange Server, or simply that the message does not appear in Outlook web?
In the meantime, you may try these common Outlook troubleshooting steps:
Run an Outlook repair or Office Online Repair.
Remove and re‑add the affected email account.
Disable or Enable Cached Exchange Mode settings.
