Package runtime is corrupt

So, I am getting this error every time I restart my pc. I've tried troubleshooter, no help. I've tried going to programs to repair it but it says I don't have access. I have to say that this seems to be an issue after it took a week trying to upgrade to Win 11, backing up and taking off files, etc. to make room. After I upgraded, I didn't like it and went back to 10. Now I get this error when I restart. I restarted because it was acting squirrely ( locking up, throwing me out of what I was doing, etc.) . Can I just find it and delete it and reinstall ?( assuming I can find it) Anyone know what to do?

    Open Command Prompt as Administrator and run the following command:

    sfc /scannow

    Once it's completed run:

    DISM /Online /Cleanup-Image /RestoreHealth

    Reboot.
