Since Q&A assist already provide a way for you to contact an agent, I would like to provide additional method of contact that you could use to reach an agent if the option suggested doesn't work.
Depend on what type of Office account do you use, you can contact via phone or support chat about your issue.

If you are a personal account user, here is how you can contact support about your payment issue:
- Open a website link - Contact - Microsoft Support
- In the box below "We're here to help", type Microsoft 365, click "Get Help", and then click "Contact Support" below.
- In this section, you will need to sign in to your Microsoft account.
- Select "Microsoft 365 and Office" under Products & Services, select "Manage my Subscription" as the category, and click to confirm
- You can select " Chat with a support agent in your web browser " to access the chat window.
