The first step is to confirm that the Datacenter license has been correctly activated on each physical server. You can check this by running slmgr /dli or slmgr /dlv from an elevated command prompt to verify the edition and activation status. If the host is not showing as Datacenter, you may need to reapply the product key using slmgr /ipk <your-key> followed by slmgr /ato.
Once the physical hosts are licensed, all VMs running on those hosts inherit the Datacenter licensing rights automatically. You do not need to enter separate product keys for each VM. However, if a VM was previously installed with a Standard edition key, you may need to upgrade it to Datacenter using the DISM /online /set-edition:ServerDatacenter /productkey:<your-key> /accepteula command.
Also ensure that your Hyper-V hosts are connected to the internet or to a Key Management Service (KMS) server if you are using volume licensing. Network connectivity issues can prevent proper activation. If you are using Active Directory-based activation, confirm that the licensing objects are replicated correctly across your domain controllers.
If activation continues to fail, I recommend checking the Event Viewer logs under Applications and Services Logs > Microsoft > Windows > Software Protection Platform for detailed error codes. These logs can help pinpoint whether the issue is related to connectivity, key validity, or edition mismatch.
