can i create ms developer sand box e5 subscription for practicing my ms365 admin panel learning?

Hi Expert, actually i am trying to create MS developer e5 sandbox account for my ms365 admin panel practicing, first of all i am not knowing any coding language and previously i trying business trail account but the problem is recently now gstin number is mandatory for creating this account specially in India region, so that's why i am trying to create MS developer e5 sand box account. but some how i am getting error message can any one short out this problem, maybe my end any problem is happening, so i am sharing the screen shot below. pls help and guide me step by step process. i am already try this step from this link and also follow the video, but now when i click join now another information asking. so pls if any expert can guide the correct process step by step it would be very helpful. because i am not very knowledgeable in this platform
