Hello, thank you for reaching out to Microsoft Q&A.

Option 1. Reset TPM Memory from BIOS.

TPM is responsible for storing the ashes for Windows Hello PIN. Resetting it may resolve the sign-in issue.

    1. Boot your PC into the BIOS Utility screen.
    2. In the Security or Advanced tab, find TPM 2.0 Security or Intel PTT (or similar terms), select Clear TPM, and click OK.
    3. Save the configuration changes made and restart your computer.
    4. Sign in with your PIN.

    Option 2.

Your device might be booted into Diagnostic startup mode, which disables all the necessary Windows services. This could have happened after making any recent system changes to your device. You can follow the guidelines in the article below to switch the startup type to Normal Startup and see if you can sign in with your PIN normally again.

If you are caught in a loop where you cannot enter your PIN and cannot set up a new PIN, you can try the following steps:

    1. Restart Your Device: Sometimes, simply restarting your device can resolve temporary issues.
    2. Access the Command Prompt: If you can access the login screen, try to enter the Windows Recovery Environment (WinRE) by holding the Shift key and selecting Restart. From there, navigate to Troubleshoot > Advanced options > Command Prompt.
    3. Enable the Built-in Administrator Account: In the Command Prompt, you can enable the built-in administrator account, which may allow you to log in and reset your PIN.
    4. Check for Errors: If you encounter specific error codes while trying to set up your PIN, refer to the error mitigation strategies available for those codes.
    5. Unjoin and Rejoin Microsoft Entra ID: If your device is joined to Microsoft Entra ID, unjoining and rejoining may help resolve the issue.

If these steps do not resolve your issue, you may need to consider reaching out to Microsoft Support for further assistance.
