Since you mentioned this is a second-hand laptop and you're unsure about the "USER" account, please check these three things:
- Whose account is this? Settings > Accounts > Your info — is the email shown YOUR Microsoft account, or did it come with the laptop from the previous owner?
- What's your account type? Same page — does it say "Administrator" or "Standard User"?
- Are you in a family group? Go to account.microsoft.com/family — do you see yourself listed as a "Member"?
Based on your answers:
- If this is the previous owner's account: Don't use it. Create your own Administrator account (Settings > Accounts > Family & other users > Add account), transfer your files, then delete the old account.
- If this is YOUR account in a family group: Leave the group at account.microsoft.com/family, or ask the organizer to remove you.
- If you're a Standard User (not Administrator): That's why you need consent for everything. You need the current Administrator to promote you to Admin, or create a new Admin account.
