Hello zarina pretorius, welcome to Microsoft Q&A forum.

Since you mentioned this is a second-hand laptop and you're unsure about the "USER" account, please check these three things:

    1. Whose account is this? Settings > Accounts > Your info — is the email shown YOUR Microsoft account, or did it come with the laptop from the previous owner?
    2. What's your account type? Same page — does it say "Administrator" or "Standard User"?
    3. Are you in a family group? Go to account.microsoft.com/family — do you see yourself listed as a "Member"?

    Based on your answers:

    • If this is the previous owner's account: Don't use it. Create your own Administrator account (Settings > Accounts > Family & other users > Add account), transfer your files, then delete the old account.
    • If this is YOUR account in a family group: Leave the group at account.microsoft.com/family, or ask the organizer to remove you.
    • If you're a Standard User (not Administrator): That's why you need consent for everything. You need the current Administrator to promote you to Admin, or create a new Admin account.

To address the issues you're facing with your account and the family safety group:

    1. Family Safety Group Consent: If you are part of a family safety group and find the consent requirement cumbersome, you may want to discuss with the family organizer about your age and the possibility of being removed from the group or having your permissions adjusted. Since you are 24 years old, you might not need to be under such restrictions.
    2. Re-entering Credentials: If you are receiving notifications to re-enter your credentials, it could be due to the account settings or the device's configuration. Ensure that your current email is correctly set up in your Microsoft account settings. You may also want to check if the account is properly synced on your device.
    3. Changing User Account on a Second-Hand Laptop: To change the user account on a second-hand laptop, you can go to the Settings app, navigate to "Accounts," and then select "Family & other users." From there, you can add a new user account or change the existing account settings. If you need to remove the previous owner's account, ensure you have administrative privileges to make these changes.

If you encounter any specific issues during these processes, please provide more details for further assistance.
